“Child Care Portal” is a portal that connects Service Providers and Beneficiaries in one place to support parents in finding the most suitable day care center for their children reference to the service terms and condition.

These terms of use refer to the following additional terms, which also apply to your use of our site:

Our Privacy Policy (Privacy Policy for Qurrah.sa) which sets out the terms on which we process any personal data we collect from you, or that you provide to us. By using our site, you consent to such processing and you warrant that all data provided by you is accurate.

Information about us

Child Care Portal [Qurrah.sa] is a site operated by TakaMoL for Business Services Holding Company Ltd. ("we") or ("TakaMoL"). We are incorporated in the Kingdom of Saudi Arabia and have our registered office at Granada Oasis, B4, Eastern Ring Rd, Exit 9, P.O. Box 2654 Al Shohada, Riyadh, 13241-7343.


“Childcare Service” Programs that are licensed and authorized by the Ministry of Labor and social development or the Ministry of Education.

Children’s daycare centers” are certified centers under the supervision of the Ministry of labor and social development which are built to educate and care for the children and provide them with an interactive, fun learning environment for a period of time throughout the day. The centers are authorized to one of the following; a Saudi citizen or by certified charity funders or the committees of civil social development

“Pre-school centers” Educational  centers that provide care and supervision to children of an earlier age, ranging from one month to three years of age, in which the centers hosts the children for a specific period throughout the day. These centers differ from the CHILDREN’S DAY CARE CENTERS for they are licensed and authorized by the Ministry of Education and not the Ministry of Labor and social development.

“The faculty/Employees/Team “every member working or contributing to the centers.

Caregivers” Experienced supervisors who are responsible for the care and education of the children.

“Child Care Provider” an institution or individual who provides child care services licensed by the Ministry of Education or the Ministry of Labor and Social Development.

Service beneficiaries” Parents who register the required information through the Childcare portal to receive the assistance and services they need from a service provider.

Portal Developer” or “Developer” TakaMoL Holding

“User” participants who register to benefit from the services available on the portal, these include both service providers and beneficiaries

“Specialized organizations” An entity that operates under governmental authorization in the Kingdom of Saudi Arabia.

“Official Holidays” Religious and Public Holidays that are generally established by law and is usually a non- working days during the year.

“Accredited Centers” Centers that are licensed and accredited by the HRDF to provide child care services that are subsidized after fulfilling the accreditation criteria.

Changes to these terms and our site

We may revise these terms of use at any time by amending this page. Please check this page from time to time to take notice of any changes we made, as they are binding on you. We may update our site from time to time, and may change the content at any time. However, please note that any of the content on our site may be out of date at any given time, and we are under no obligation to update it. We do not guarantee that our site, or any content on it, will be free from errors or omissions.

Your account and password

If you choose, or you are provided with, a user account, password or any other piece of information as part of our registration or security procedures, you must treat such information as confidential. You must not disclose it to any third party. In setting up your user account, you may be prompted to enter additional optional information (e.g., your address, phone number). You represent that all information provided by you is accurate and current. You agree to maintain and update your information to keep it accurate and current.

We have the right to disable any user account or password, whether chosen by you or allocated by us, at any time, if in our reasonable opinion you have failed to comply with any of the provisions of these terms of use.

If you know or suspect that anyone other than you knows your user account or password, you must promptly notify us at: info@qurrah.sa

User ID:

Your User ID should hold an appropriate meaning. Any inappropriate names will be prohibited such as celebrity names, violent, immoral, racist, religious names and/ or any trademarked names or phone numbers. The id should not contain just symbols and numbers.it should be a suitable name for the purpose of this portal.

The validity of the information the user provides us

The user guarantee that all the information he added at his account is correct completely, and the user is fully responsible for any false information he adds.

Not to register more than one account.

The user commits not to register more than an account, in case he faces a problem with his first account then he has to follow-up with the technical support team to solve the problem (info@qurrah.sa)


1-      We verify the identity of the service provider and the beneficiary As follow:

  1. The beneficiary shall provide a National ID card or Iqama ID to verify his/her identity through MOI portal (ABSHER).
  2. The service provider shall provide the Establishment File Number registered in the Ministry of Labor & Social Development in order to verify its identity.

2-      As required by this Terms of Use. This information and any other information provided regarding “You” whether by the Ministry of Commerce and Industry, Ministry of Interior, Ministry of Labor and Social Development or any other government entity is subject to our Privacy Policy and for the purpose of verifying your identity.

3-      If “you” do not possess an ID meeting the criteria described above, “You” will be unable to benefit some of the services provided on our site.

4-      Legal Actions as described in the Saudi Laws and Regulations will be taken in the event of a counterfeited identity (ID).

The portal allows unregistered users to search for service provider and other features for registered user such as:

-                    Apply and reserve the most preferable and appropriate center for your child /children and  track any progress in the application

2-      Registered Service providers have the following advantages:

-                    Elaborate all the service available

-                    Showcase all unreserved centers for future reservations.

-                    Manage all requests and offers

Accessing our site

We do not guarantee that our site, or any content on it, will always be available or be uninterrupted. Access to our site is permitted on a temporary basis. We may suspend, withdraw, discontinue or change all or any part of our site without notice. We will not be liable to you if for any reason our site is unavailable at any time or for any period.

You are responsible for making all arrangements necessary for you to have access to our site.

You are also responsible for ensuring that all persons who access our site through your internet connection are aware of these terms of use and other applicable terms and conditions, and that they comply with them.

Our site is directed to people residing in the Kingdom of Saudi Arabia. We do not represent that content available on or through our site is appropriate or available in other locations. We may limit the availability of our site or any service described on our site to any person or geographic area at any time. If you choose to access our site from outside the Kingdom of Saudi Arabia, you do so at your own risk.

Intellectual property rights

We are the owner or the licensee of all intellectual property rights in our site, and in the material published on it. Those works are protected by copyright laws and treaties around the world. All such rights are reserved.

Unless otherwise expressly stated on our site, the texts, video, images and other instructional materials offered on our site are for your personal use. Certain reference documents, digital textbooks, articles and other information on our site are used with the permission of third parties, and use of that information is subject to certain rules and conditions, which will be posted along with the information. By using our site you agree to abide by all such rules and conditions. You agree to retain all copyright and other notices on any content you obtain from our site. All rights in our site and its content, if not expressly granted, are reserved.

Liabilities and Responsibilities

1-     Portal Developer is not part of any relationship between the Service Provider and the beneficiary and/or other party and the Portal Developer is not obliged to provide any services to third parties.

2-     The User is aware of all the risks to enter the Portal including portal users password penetration risks, third party interference or other security risks, therefore the User agrees and acknowledges that the Portal Developer is not liable for any losses or damages caused by those risks. Although the Portal Developer will provide the necessary care to protect the Portal and User information and data. 

3-     Portal Developer, its directors, agents, and affiliated companies are not liable for any loss or damage whatsoever (whether direct or indirect) arising on the User, or those arising from the use/misuse the User of the Portal services and/or website or activities related to the usage of the Portal or any part thereof, which includes but shall not be limited to:

  1. Any incorrect bank transfers done within the portal caused by incorrect entries submitted by the User.
  2. Any act of fraud or deception or distortion caused by the User subject to the act or omission or negligence of the User.
  3.             Any error or misuse of the Portal or inability of any person to use and to fully understand the components of the Portal.
  4. Any losses caused by internet delay or suspension of the portal or errors caused by failure of any telecommunications or any other data transmission system including server malfunction or maintenance or unable to access User page. The Portal Developer is responsible to provide the necessary care and provide technical support and bug fixing.
  5. Any losses resulted by act of government authorities or other, or any force majeure event out of the control of the Portal Developer.
  6. Any lack of accurate information provided by the User submitted on the Child Care Portal.

4-     Portal Developer does not guarantee in any event acceptance/interaction between the Service Provider and the Beneficiary on the Portal.

5-     The Portal may contain links to other sites, advertisers, the Portal Developer is not liable to any material or services or price offers which may appear on such links. And the Portal Developer does not guarantee the absence of any virus sites or other destructive nature programs and the User agrees and acknowledges that the Portal Developer is not responsible for the content or quality of any such sites.

6-     The User agrees and acknowledges that the Portal Developer is not part of any shall not interfere with any dispute between Portal Users.

7-     The User agrees to disclaim the Portal Developer from any liability rising from any telecommunications service providers errors such as connections to the gateway's website because of these errors.

8-     The User agrees to disclaim the Portal Developer from its liability in the event of force majeure, Force Majeure shall mean any event or circumstance outside the control of the Portal Developer and which prevent its ability to fulfil his obligations, Force Majeure shall include but not limited to natural disasters, wars, sabotage and sudden political changes, as well as – to avoid confusion-the Ministry of Labor and Social Development or any governmental agency with the power to prevent or stop this Service or to issue any laws or regulations or decisions that could entail the continuity of the Services.


User Undertaking:              

1-      In the event the User is ChildCare Service Provider: It undertakes and acknowledges that it is licensed by the relevant authorities to provide the Service, and acknowledge that all the services to be provided to the Beneficiary will be compatible with the laws and regulations in force in Saudi Arabia to provide this Service, and acknowledges full responsibility for any violation applied by the relevant government agencies or for any damage that may occur to the Beneficiary and/or Portal Developer

2-      In the event the User is the Beneficiary of ChildCare Service (Parents): It undertakes and acknowledges that the utilization of the services of one of the Service Providers available on the Portal is his personal responsibility, and the Portal Developer is not liable for any failure or damage occurs from the Service Providers on the Beneficiary of the service.

Rules for online conduct

You agree that you are responsible for your own use of our site, any content you upload, any contact you make with other users and your user postings (including all content submitted, posted, published or distributed on our site by you or other users of our site, including but not limited to all notes, questions, comments, videos and file uploads). You agree that you will use our site in compliance with these terms of use and all applicable local, state, national and international laws, rules and regulations, including copyright laws and any laws regarding the transmission of technical data exported from your country of residence.

You warrant that any such use or contribution does comply with those standards, and you will be liable to us and indemnify us for any breach of that warranty. This means you will be responsible for any loss or damage we suffer as a result of your breach of warranty.

Any content you upload to our site will be considered non-confidential and non-proprietary. You retain all of your ownership rights in your content, but you are required to grant us and other users of our site a limited licence to use, store and copy that content and to distribute and make it available to third parties. The rights you license to us are described below.

You may not use our site to transmit, or procure the sending of, any unsolicited or unauthorised advertising or promotional material or any other form of similar solicitation (spam).

We also have the right to disclose your identity to any third party, law enforcement or government authority, who is claiming that any content posted or uploaded by you to our site constitutes a violation of their intellectual property rights, of their right to privacy, or applicable law.

We will not be responsible, or liable to any third party, for the content or accuracy of any content posted by you or any other user of our site.

You agree not to scrape, or otherwise download in bulk, any content from our site, including but not limited to a list or directory of users on the system, on-line textbooks, user postings or user information.

We have the right to remove any posting you make on our site if, in our opinion, your post does not comply with these terms of use.

The views expressed by other users on our site do not represent our views or values.

Content standards

These content standards apply to any and all material which you contribute to our site and to any Interactive Services associated with it.

You must comply with the spirit and the letter of the following standards. The standards apply to each part of any Contribution as well as to its whole.

Contributions must:

be genuinely held (where they state opinions)

comply with applicable law in the Kingdom of Saudi Arabia and in any country from which they are posted.

to transmit, or procure the sending of, any unsolicited or unauthorized advertising or promotional material or any other form of similar solicitation (spam); or

to knowingly transmit any data, send or upload any material that contains viruses, Trojan horses, worms, time-bombs, keystroke loggers, spyware, adware or any other harmful programs or similar computer code designed to adversely affect the operation of any computer software or hardware.



You also agree:

Not to reproduce, duplicate, copy or re-sell any part of our site in contravention of the provisions of our terms of website use

We may from time to time provide interactive services on our site.

(Collectively, the “Interactive Services”).

Charges and fees of the service:

1-ChildCare Portal Fee: TakaMoL Company has the right to implement any future fees for the use of the Services provided in the Portal.

2-ChildCare Service Charges: Child Care Fees between the Service Provider and the User will be applied based on the agreement between the two parties. The Portal Developer shall not be liable to the Service Provider nor the User in this regard, and Portal Developer is not responsible to provide any kind of compensations whether financial or moral to any party whatsoever.

Licence grant to us

By submitting or distributing your user postings, you hereby grant us a worldwide, non-exclusive, transferable, assignable, sub licensable, fully paid-up, royalty-free, perpetual, irrevocable right and licence to host, transfer, display, perform, reproduce, modify, distribute, re-distribute, relicense and otherwise use, make available and exploit your user postings, in whole or in part, in any form and in any media formats and through any media channels (now known or hereafter developed).

Licence grant to other users

By submitting or distributing your user postings, you hereby grant to each user of our site a non-exclusive licence to access and use your user postings.


We do not guarantee that our site will be secure or free from bugs or viruses.

You are responsible for configuring your information technology, computer programmers and platform in order to access our site. You should use your own virus protection software.

You must not misuse our site by knowingly introducing viruses, Trojans, worms, logic bombs or other material which is malicious or technologically harmful. Applicable law

These terms of use, its subject matter and its formation (and any non-contractual disputes or claims), are governed by Saudi law. We both agree that the courts of the Kingdom of Saudi Arabia will have exclusive jurisdiction.


If any of these terms and Conditions are determined by any competent authority in the Kingdom of Saudi Arabia to be invalid, unlawful or unenforceable to any extent, such term, condition or provision will to that extent be severed from the remaining terms, conditions and provisions which will continue to be valid to the fullest extent permitted by law.

Trade marks

[Qurrah.sa] is a Saudi registered trade mark of TakaMoL for Business Services Holding Company Ltd. All trademarks not owned by us that appear on our site are the property of their respective owners. You may not use any of these trademarks, or any variations thereof, for promotional purposes, in any way that deliberately or inadvertently claims, suggests or, in the sole judgment of the respective owner of the trademark, gives the appearance or impression of a relationship with or endorsement by these institutions.

Nothing contained on our site should be construed as granting, by implication, estoppel or otherwise, any license or right to use any trademark displayed on our site without the written permission of the owner of the applicable trademark.
